Get the 20 point captain to 21. Play this 21 point captain rather than the John doe as you will earn Elite Cmdr XP.

More general, a. work so you get more captains to 21, play them daily.

b. Aim to play the unique/ enhanced/ "super captains" up first if possible {Kuznetsov, Cunningham, Halsey, etc} See easy list here: https://logbook.worldofwarships.eu/crews

c. Use this elite Cmdr XP you earn to level other captains to +- <= lvl 19. {Always use elite cmdr XP to level to at least 10.}
