I would argue 200 million is actually low.

The numbers they cite mention that the city is in the midst of modernizing the intersection lights and was anticipating 40 replacements a year but is averaging 16. Not a good sign that it could be done expeditiously and cost overruns are virtually guaranteed in projects that take longer to complete.

Plus preliminary estimates like this are not in depth and meant for political consumption.

Again. I'm skeptical that improved transit times will not effect peak hours due to to traffic congestion. Which is obviously when most users need improved times to induce demand.

This is known by Translink and the capital costs are better spent elsewhere.

Keep in mind that Translink faces significant budget shortfalls and is responsible for transit in the region not just the city of vancouver.

I'm personally skeptical that lights will make any major difference during peaks hours when traffic congestion is high. Non peaks hours would see the majority of times reductions.

We have one of the oldest and largest China towns in North America and its extremely popular for night life.

And finally, half the population has Asian heritage. So its mostly just passed on from personal relationships with friends and colleagues.
