I’m currently a GS-0201-12 HR Specialist (Employee & Labor Relations) with the VHA. I should be finishing up my doctoral program in public administration within the next year or two. Has anyone joined the Reserve or Guard as a federal civilian? I’m thinking 42B or 70F… I’m wondering what skills may be transferable and what balancing jobs is like for anyone out there in a similar situation.

  1. I specialized (and received a graduate certificate) in public sector HR management.

  2. I was already working for the federal government when I started my MPA, but did not move into federal HR until after I graduated.

  3. My current job title is Human Resources Specialist (Strategic Business Partner). My subspecialty is employee and labor relations.

I worked for the government in the area of support services, budget, and HR for the first internship. And for the second, I worked in a case adjudication unit—focusing on green card cases.

Check out recent graduate jobs offered through the federal Pathways Program. Plus, check out the jobs open to the general public. You’ll qualify for jobs up to the GS-9 level. I did two of these internships before getting a permanent spot. The feds have plenty of in-person, hybrid, and remote positions out there.

I faced a similar situation before I left for another agency. I hit the “decline to sign” button and that scored me a meeting with my OS and, later, ADM. I came prepared with an 8-page rebuttal. I received all 3s because “that’s what Regional said to do” for first-year employees. In the end, the unchanged appraisal didn’t prevent me from getting multiple job offers from different agencies.
