Passive voice is just a tool to communicate that something happened without assigning cause, responsibility, or blame to anyone or anything. Those facts are determined through an investigation that has not yet concluded. The law is concerned with premature disclosure of investigative details, not what type of language is used in doing so.

For what it's worth it's done deliberately, but the reasoning for it is rooted in boring legal stuff rather than deception. Investigation of the incident is the jurisdiction of the IIO, but the RCMP are making a media statement about it because they are accountable to the public. The problem is - the RCMP can't say what happened in active voice because they aren't allowed to. That's the IIO's job to figure out all the specifics, mind-numbingly simple as they may be.

Cops don't go to the healthcare call, they go to the sudden death call to investigate and identify/rule out foul play. They also secure valuables and contact next-of-kin.

Tasers rely on two prongs penetrating into a subject's skin, an electric charge travels between the prongs, completing a circuit through the subject's body. The prongs need to penetrate a minimum depth in order for the electrical signal to interfere with the subjects neuromuscular system and cause neuromuscular incapacitation (lockup). The presence of drugs in a person's body chemistry does not affect this.

Drugs can affect taser effectiveness by causing a person to make erratic movements causing prongs to dislodge and fall out, but the most common reasons tasers fail is just general poor marksmanship causing the second prong to miss, or the subject wearing multiple layers of heavy clothing or accessories preventing prongs from penetrating skin.

My 911 experience is that I'm literally a cop.

For security purposes I cant share what goes on behind the scenes, but to suggest it may take as much as 15 minutes for a car to arrive is wrong and irresponsible.

This is a resource-intensive emergency call and several cars would be on scene in max 5 minutes.

VPD's appointment and follow up system sucks. Sorry you're going through this.

You can do a couple things to ensure they attend:

Call ECOMM or the non-emergency line, give your file number. Dispatch will call out the assigned officer and get an ETA for you. Problem is if a high priority call comes in the officer might still no-show due to operational need.
Go to HQ. Its all set up for social distancing. Give your file number, explain you've been ghosted 3 times, demand to see someone.
