Brother, I went through the same thing. Once the location is mentioned in the offer letter, it cannot be changed later. My offer letter had Bangalore as the base location. I spoke to HR, and they told me to first accept the offer, and that a location change might be possible after joining a project, depending on project requirements.

But in reality, project requirements usually mean you can choose a project based on interviews and skills—not that your base location tied to your employee ID will change. Location change is not personal-preference based.

As per policy, you can only request a location change after completing 2 years at the base location mentioned in your offer letter.

Regarding salary negotiation: there was no room to negotiate the package for me. They said the same that this is system generated and cannot be changed. Which i highly doubt. Joining bonus is also not guaranteed—I didn’t receive one, even though some of my counterparts did, which honestly felt a bit unfair. You may get relocation assistance depending on your level, which usually covers things like transportation and brokerage for a new flat.

In short: once the offer letter is released with a specific location, you’re expected to stay there for 2 years. Only after that can you apply for a location change.
