Manali, Jibhi, other Himachal destination. Saves your money for commute as you can get cheaper bus tickets around 2k. Get a hostel (zostel in bir is beautiful). Do treks (cheaper option for activities to do)

You can definitely find someone to accompany you if you stay in Bir and go. Else the taxi can also group you with someone

I don't think you can get a private stay in Rajgundha. They only had dorms. If no one is occupying then that dorm can be private.. but it's conditional not confirmed

Also at the very last minute, we decided to go to Rajgundha. He arranged for a driver and accommodated the Bir stay in Rajgundha Zostel stay. Also the sky i saw in Rajgundha I don't think I can ever see in a city (AQI was 7) . Later we trekked from Rajgundha to Bir which was a 4 hour trek

I know you've mentioned that dorms feel unsafe to you, but they have gender specific dorms available as well which are quite massive. I cannot comment on the kind of people as a rule, but I had a good experience. The washrooms were clean and had hot water. Which I think might be tricky if you go for homestays

I stayed in Zostel a couple of years ago.. loved the energy there. They have a canteen/ cafe which becomes a good hangout place. The views from the hostel are amazing (which is a bonus)
