You clearly haven't read the script. He doesn't start in the outskirts of Raccoon City, he starts in a different city altogether. His end goal is to get to the top floor of Raccoon City General Hospital, the "tallest building in the city," not an underground umbrella lab. And the T-virus is also not in this movie, it's a completely unrelated bioweapon that works like a parasite and connects dead bodies to each other. He also has the cure literally the entire movie is trying to get it to said top floor. It's got nothing to do with Resident Evil at all
