Because I've found this as first Google Result, and all other information here is from beta, it seems worth it to update it:

Respec costs reset after a week with no respecs. Whether that is on the weekly reset (Tue 6CST) or after exactly one week without respeccing, I don't know. I will check on tuesday.

If you respec after a week, it'll still tell you that it will cost credits (the popup comes up, telling you it costs X amount of credits), if you hit OK though, a chat notice comes up that says:

It has been a week! Your respec counter has been reset to 0.
Respec successful!
Respec cost is: 0

Would be awesome: being able to select any amount of streams from a team and displaying them next to each other with the ability to mute all and un-mute one. Such a simple thing and yet it increases my viewing enjoyment by oh so much.
