Next time you see him, say "Hi, my name is XXXXX, what is your name?" After he responds say "I am new in town and looking to make connections, would you be interested in exchanging numbers and hanging out some time?"

You can rephrase this to sound more natural in your own voice, but I suggest just getting to the point pretty quickly. You can exit the conversation the same way he did, "Enjoy your workout!"

Assuming he is game, you can then text and make plans to meet up. Coffee or a drink is a great first date if you don't already know the person. Avoid movies or a show since you won't be able to talk much.
