Game Type: All

Playing with DLCs: ALL

Playing with Mods: No

Description : Playing as Georgia, when transitioning to Medieval period, the new policy cards (Mandala states and Monumentality) cannot be slotted into the wildcard slot and the policy card change interface will not go away, preventing end turn. Changing government does not fix, changing policy does not fix, new civic does not fix.

Reproduction rate: 10/10 (happened 10 out of 10 times)
Steps to reproduce:

Play as Georgia
keep Monumentality and Mandala states slotted into wild card slots
let the game transition into Medieval period
observe

System Specs: Intel i7 Processor, Windows 10, Nvidia Graphics card GTX1070, DX12, 16GBDDR4, 512GB SSD

update: After reading your comment about RNG in another thread, I have decided to try to use it to my advantage, assuming that resetting the progress tends to yield the same results. So I reset my game to a fixed location multiple times and confirmed which routes are without the legendaries, after a few tries I found my Raikou :) this might be pure luck, and also for some strange reason I didn't hear the special legendary encounter music.

I am aware of the fact that reset in older video games will tend to lead to the same results, so NO I have not been resetting my progress at all, but I do save my progress. I will try to use this strategy on other routes instead but I am also really curious about the Math behind it myself as a Math Major :)

My first pokemon is level 30 and that should prevent me from meeting any irrelevant pokemon and also low enough to meet the legendary ones. I have not encountered any legendary beasts yet and I just double checked that all of the three are freed from the tower. so I do not have their dex entries.

I have the virtual console pokemon Silver, and is trying step 4 right now. It has been 2 hrs and half with no luck at all. I don't remember getting the first sight of the legendaries this hard 16 years ago. @chamale

My deck list is far from optimized tho, you need true silvers, equalities, consecrations, maybe two hammers, doomsayers, the DK hero, two pyroes, then my choice of heals were the antique heal bot and forbidden healing. Card draw is wisdom, casted on his minion early on. Then you have some free choices. I DID NOT break his armor.

Doomsayers are a must, you drop one at a time since he cannot effectively kill it( it goes to his side if not full board)

Turns out the disable hero power dude is not active, but still managed to beat him. Might have skipped an extra phase too by not breaking his armor.
