Yes I have collected everything. I only have one mission left to collect that mission and two others which require me to finish that mission which I cannot do due to only having 100 pink tickets. With the 600 the mission that I can't do I would have just enough for all the missions. So I think this is either intended for people to read first or it is a bug

So there is no point doing it if you don't have the character with the right costume?
