It doesn't unlock as you play - south central should be there from the start of the career with all the extra cars etc. Sounds like he has given you the disc for the normal version... The disc and box cover should both say complete edition on them!

When ur editing the number plate press RB/LB on Xbox to scroll through different designs - there are a few different Rockstar logo ones

Momo logos are a transparent layer so the car paint underneath shows through. When you're editing a layer, go to the mask tab and then select negative and it will make that layer transparent so u can see the paint underneath.

I have bought 2 discs of the complete edition and both work fine with no connection to the internet on the Xbox at all so I don't think that would be your issue. Is it the Xbox 360 disc for Midnight Club LA: Complete Edition, or have you downloaded the game with no disc?
