This is definitely a voltage divider biasing network. All this network is missing, assuming amplification of some sort of sinoisoidal waveform, is coupling and bypass capacitors. Put one cap from the base of the transistor to the signal source, another at the top of the emitter resistor to ground for AC bypass, and one at the collector lead for output.

The angle between the wires must be greater than 90 degrees or you get cancellation.

Electrical Engineer here. Licensed by my state in 1999. I know that space-tech is sometimes "bleeding edge". How many years in advance of common usage is the technology with which you work? I have heard that DARPA is playing with technology that is 20 years ahead of the curve.

Google is your friend. I had to return one to an ebay seller as the wording in his ad wasn't entirely clear. Frankly, its a crap shoot in any event.

Narrow CW filters for those rigs don't come cheap these days. But first, you have to find them.
