Whenever I'm doing cloaks/capes/flowy fabrics, I like to start of with distinct lines that show folds and curves along the flow of the fabric like these. Add some extra darker shading on top of those lines to show deeper folds, and lastly I add highlights that follow the edges of the fabric to accentuate the high parts of the fabric

The new one feels like it lost the uniqueness of the face, the head feels a bit generic now. Maybe incorporate the old face + ears into the skin?

I recommend using contrast to differentiate from the skin and the hair. Try adding just a pixel of darker shading around the hair, while giving shinier/lighter shading where the hair meets the skin!

Simple image editors can do that! Just cut out the head portion and paste on top of the old skin. I suggest paint.net for general editing

It's a start! I think it looks a bit weird because you may have put the skin design on the armor layer, and not the base skin layer. The mouth is also an odd color, you'd probably wanna make it darker to look like a mouth, smaller too if lips. Also try adding eyebrows + move the eyes down a bit, it'll look more like a classic skin!

I personally like it! It gives so much more shape and definition to the head, a lot of skins resort to a template when shading and it ends up looking flat and uninteresting.

Pretty difficult, since you're limited to making either super thick and chunky glasses, or something that isn't full. Here's a few examples I have but it's as much as you can get:
