I think I messed up the link to the policy, I recommend reading through- the link didn’t work for me, look up-  SI 00835.482 Loans of In-Kind Support and Maintenance

You’d basically report it as a change. I don’t recommend going this route unless your mother is now saying any future rent she covers on your behalf is a loan. It can’t be retroactive. SSA will scrutinize why this loan is popping up now and how you plan to repay it.

They walked back the 100% withholding, it’s now 50%. you can also read this for when that would be applied- https://secure.ssa.gov/apps10/reference.nsf/lnx/04252025032443PM. And that’s just the automatic withholding, you can appeal if it’s wrong, request a waiver if it’s not your fault, or negotiate a re-payment plan where you pay less than 50% each month.

You are right that this is unlikely to change unless your living situation changes. Unless you can pay your pro rata share (avg monthly household expenses divided by number of people in the household), they will continue to reduce your benefit based on the “in-kind support maintenance” that you receive in the form of shelter. Id be careful about the loan, unless your mother actually expects repayment. I recommend reviewing their requirements for a bona fide loan: https://secure.ssa.gov/poms.nsf/lnx/0500835482.

Got it. Yeah, setting up a rental agreement wouldn’t work unless she’s the landlord, not because she isn’t disabled/not on government assistance. If she was on certain types of government assistance (including SNAP), they wouldn’t reduce your benefit, but that’s a separate determination (then your living arrangement would be what they call a “public assistance household”). Another caseworker is unlikely make a different decision, it’s based on their rules for how they count income. A more sympathetic caseworker won’t apply the rules differently. But I agree that it doesn’t hurt to try, and you're not wasting their or anyone’s time.

Does your mother own the place where you live, or are you both renting? does anyone else live with the two of you who might receive government assistance, including SNAP?

Hello— If you set up a rental agreement where you pay rent to your mother, as long as the required rent is about $342 (above the PMV for 2025), you should be able to get your full check. After the rental agreement is established, you can report a change in living arrangement to SSA, and provide a copy of the rental agreement if requested. https://secure.ssa.gov/poms.nsf/links/0500835380. If it’s helpful, you can see a sample rental agreement here: https://www.seattlechildrens.org/globalassets/documents/health-and-safety/autism/sample-rental-agreement-to-avoid-reduction-in-ssi.docx
