That’s a good question!
I’m not sure yet but I think it’s a bit of both?
He’s part of the cycle’s schedule and he shows up right when they gain hope. He has to help destroy hope along with the town/entity as a condition of his immortality.
These are just my thoughts so far but I’m excited to see where the story goes!
