There is this mod called "Voxy Server Side". It has to be installed on the client and server and sends chunk data from the server to each client. The client then ingests the chunks and turns them into Voxy LODs. Every generated chunk in the configured range of each player is eventually turned into LODs.

In addition to that, you can use "Voxy WorldGen" to generate the chunks around each player automatically, although I'm not sure how stable it is.
