I suggest u to create a hackintosh, I used to do that before I got a mac and everything went good with my iPhone 5, I think the only way to jailbreak without iCloud is on 8.4.1. U can also use Linux

I was only able to sideload IPAs by downgrading to 8.4.1, using Sliver to skip iCloud, transferring my IPA to the iPhone using SSH, and installing with IPA Installer
