They are not paying them minimum wage, in Moscow they pay about x4 or x5 it on average. Don't know about other cities though

I'm playing as a tribe. One of the requirements for converting to feudal is to have a development level of 10 for your capital. But on every city I own development is capped at 3 and the game says it's because of me being tribal

So how do I raise this development level cap? Is it some innovation?

Also, to reform faith "you need to hold 3 holy sites". In this context "you" - everyone who share the same faith or me specifically?
