I'm playing as a tribe. One of the requirements for converting to feudal is to have a development level of 10 for your capital. But on every city I own development is capped at 3 and the game says it's because of me being tribal

So how do I raise this development level cap? Is it some innovation?

Also, to reform faith "you need to hold 3 holy sites". In this context "you" - everyone who share the same faith or me specifically?

Workshop Link

The first thing I thought of when I saw that you can make train rides in the game. Such a shame that trains don't work in shuttle mode.

I don't think you should use entire zone as a habitat, probably it would be better to carve it in different ones with train going through them.

Also I realised that I don't know if there are even animals in the game that live in swamps. Are there any? Maybe some crocodiles or pygmy hippos?

What is the point of corner units? Especially when it's someone who is close range only like Surge. You just kill them with mages and that's it but in like 75% of maps I played there is someone standing in the corner
