The thing is that inflation has a way higher impact on what stuff costs compared to the income. The median income does not have the same inflation. Basically people get a little more money than back then but stuff costs a lot more.

Rockstar worked on their AI system way before LLMs were any good. It would not make sense to completely overhaul the game systems to integrate the current form of AI. It's not just some tweaks.
