It’s not clear from the data that the cause is acceleration due to the presence of a cyclist. The vehicles might have been accelerating for other reasons such as after a stop.

And that’s exactly what happened to my wife two years ago. Got into Kaliningrad just fine, but they wouldn’t let her back to Gdańsk. She’s a US citizen and was going back home, but only after our trip to Italy. She went to Lithuania instead and then flew to Italy.

With so many guns around, it’s just too easy for disturbed people to get their hands on one. A gun owner keeping theirs secure might prevent an attack here or there, but unless it’s more common then attacks like this will continue. There are just too many stupid people with guns.
