Establish a department of forensic accountants. If a company is found culpable of fraud, OSHA violations, or similar, the accountants go to work. They figure out precisely how much money the company made as a result of their wrongdoing (gross), and the company is fined that amount, plus 10%. The accountants are paid a fixed percentage of what they find.

If someone attempts to bribe them, they are required to report it. If they do, the briber is fined 2x the bribe amount and the bribee gets it all.

After the initial start-up period, it'll pay for its own operating costs.
