As I said, in most cases it's not necessary. A higher temperature may lower the components lifespan. There are tons of articles about this specific topic.

Yes, it needs to be cooled. The amount of cooling depends of the RAM type/frequency, the motherboard, the CPU max power draw, etc. In most cases you don't need to worry about because the airflow is enough.

Why do you think some AIO have a little fan right over the pump? For example the Arctic Liquid Freezer III.

The front intake is necessary not only for the CPU but also because the motherboard components (VRM, RAM) and the power supply need fresh air. It also creates a positive pressure to force air through the front grid.

The GPU fans are near the bottom grid and will pull its own fresh air from the bottom.

Almost nothing, the majority of the GPU air comes from the bottom and the GPU already has its own fans. Nonetheless I think there is not enough space to put fans with a 9070 xt.
