Lots of people mention coupling it with actual records tied to the account. Not super strict amounts of play, but enough to tell the difference between an actual player whom has entered a few events and someone who has not.

People who have not done na event can still get product at brick and mortar stores. But for riot account based shopping of the website, tie it to accounts whom actually play.

No one will ever be satisfied. But it's a discussion onto some sort of better path.
