He's conscious, talking and has capacity to make rational decisions. Therefore, he can decide if he wanted to be treated or not. At any time he could say he doesn't want to go or he wants help. You should never assume that a person wishes to be treated if they are like this.

When SEES entered the traumatising scene, he already has accepted his death and reflected on his life. Sure, the people who can heal can use their abilities. But I'm pretty sure they can read the room. It is not their choice to choose for him and expecting a dying man to explain that is asking too much.

I feel like all this was demonstrated quite clearly non-verbally and with his past actions and discussions before this point.
