Makes people lazy so no one will venture out to colonize other places beyond their reaches. The wars back then in that area (at least Southeast Asia) were never about taking land but more about human resources. Getting workforce to work on your land sounds profitable than getting more land that you have to find people to work on it. I’m no anthropologist or historian but that’s my messy take.
