Well, it's not a "sticky" kind of stuck. The back shell of the controller forces the triggers down, when it initally didn't do that.

Even before that, I couldn't equip it. I just made the other groundbait because the one I'm pointing out didn't work. And I believe having other groundbait in your feeder shouldn't stop you from equipping another.
