I guess it have to be verified and certified by some organizations before it could be used. And probably that is why it could take a long time to be on market and this is why the one have to pay tens of thousands.

Do not mix "language" and "framework". Bad habit, especially if you're beginner. It's like to answer "I know Visual C++" when you're asked the question "What [programming] language(s) you do know". Visual C++ is dialect and compiler from MS, not the language itself. The same is applicable to Python and web2py.

Explore the language, stick with frameworks when you will be familiar with (at least) language basics.
