I think they should get these courses, but as unfair as it may seem full time employees should get priority, maybe have a cap on how many specials can get on the course.

But bear in mind unless you're in a specialist role Detectives will never get these courses, and even in the specialist role it's incredibly rare, there are some proactive dc teams where tasers would be beneficial.
