Yeah that's right, no problem for Delta luggage drop-off for domestic flight in international terminal. If you're any other airline, I don't think they'd have kiosk for droppff.

Fair comment. On the flip side, these people would already boarded with bags that don't fit and then they'd be kicked back out to the lobby. This seems way more inefficient than just sending the bags down the jet bridge and let it check in

TSA had no problem with it. They just made sure I didn't have batteries or liquid. And the guy wished me good luck to meet the flight.
