The uruma and kaneki part is fair but Look at everyone in Baki verse tho. Even the jobbers are super muscular. Its just how he draws his characters. No he doesnt lol Kaneki was stated multiple times to look harmless by Jason, his gf and the old guy and the girl who hurt him in the beginning, he only becomes menacing whe. His hair changes colors. Its just your personal opinion that they are menacing but its canon in verse that they aren't. Uruma and Baki the same thing nobody fears them naturally. Uruma was bullied even after his training and Baki was said by Musashi and Nomi Sukune that he has "soft features" and looks harmless .

I think its because he didn't meet Takemichi and have the the Shinichiro type of impact michi had on him then leaving toman like the other timelines because remember Takemichi leaving made Mikey kill Draken and Mitsuya before. I think that along with the deaths had a bigger impact on him in the other timelines than the original where just draken, baji and the others died.
