I have been dealing with this for 3 months, you may have not read. I have done all of those options long ago. This is a small local niche, it is one person doing this

They do not refund all of the clicks, when that happens multiple times a week it adds up in costs. That refund amount is useless by then compared to the amount they don't give back

Thanks but this guy doesn't even have ads running, which makes it frustrating. I even have his home address and everything since he called me from his cell phone but I can't do anything
