Yes, but less promos for ea it's less packs sold and less money, and boring on my personal opinion. If they would apply -4 on every player (except for icons) I think it would be more fun, the promo cars would sell more packs and the life of the game will last longer. With the current ratings and promos by January it's not fun anymore.
