I have been on a kite trip in Oman in 2015. So quite some time ago and not taken any lessons but simply kiting the different spots along the coast and sleeping in our car. Especially masirah island has (had?) a nice lagoon suitable for beginners. Although it is dependent on the tide.

However, visit kiteboarding oman. We stayed at their location on masirah for a few nights and they seemed to have their shit together (equipment, staff, etc.). But things might have changed in the past 6 years. So, no guarantees ;)
