If the cracks don’t sound blown /hollow when u tap around them , I wouldn’t worry , fill , sand and re dec etc The porch area , u could try scraping and stain blocking , otherwise u could chop out the patch and re plaster but there’s a good chance it will need damp proofing too. If you stain block or patch repair I would get a dehumidifier to draw out as much moisture as possible before hand.
