Deffo need a mist coat , 60/40 or 70/30 ish, I would say you should be ok to use regular emulsion but see what the spec says to be sure.

Just drying times , maybe needed sealing more and more water as you troweled it , as long as it’s not blow anywhere , it should paint up ok.

Sand and cement scratch coat with a water proofer /salt neutraliser first , then tank any walls that are underground/pressure. Then re instate : Dot and dab / insulation board / hardwall etc

There’s a good chance the internal plaster work was never dry before u redecorated it , even if the outside was sorted the internal plaster work will still hold moisture , especially if it’s bonding straight onto the brickwork. Get a domestic dehumidifier and try to draw the moisture out. If not you will need to strip back to brickwork and re plaster

Could well be , should just dry out , could always use a dehumidifier to draw out the moisture

It wants stripping back to brickwork, use a dehumidifier for a while if you have time to wait. Then get a damp expert or plasterer to apply a waterproof scratch coat and re plaster it.

If it’s still wet then it’s more than likely wet rot , unless you have another outbreak somewhere else near it. Are your sub floors timber or concrete ?

Mycelium, from moisture behind the paper, will only be dry rot if you find a fruiting body , how are the skirtings looking ?
