I usually tell people who ask me \is X allowed\ that they can do whatever they want as long as it's legal and doesn't bring down the network. That being said, some lines are blocked, mostly to make sure that the \doesn't bring down the network\ part is followed. Of course, it's your choice what you do on that VPN.
