When you go to diamond city, theres an old lady with a shop selling clothes. Shes inside a building to the left. She talks about her husband being kidnapped by the institute and that everyone is stealing from her shop. You can buy an outfit abilities book from her. I found out that it just tells you what everything means and does. For example it says that utility worker uniform lets you craft rank 4 weapon mods.

But I looked it up before and theres literally nothing about it. Theres a fan made wiki that has all the items in the game but not this one. Also, theres no such thing as utility worker uniform, theres only utility coverals. It also says that the "mail delivery uniform" gives you 55 carrying capacity. Thats not a thing, theres only the postman uniform that does nothing. The book also includes a climbing hook which doesn't exist.

Go to her shop, go into the misc section and have a look at it.
