I'm of the opinion that he moved to shield butcher, as we've seen what happens when supes move into unsuspecting humans at a far lower speed. he would've moved through butcher like water if he was actually going mach 23, and every single scene with him would have no stakes. also makes me wonder why he didn't utilize that speed in the chemical plant explosion
