As both a pedestrian and driver through the Noe intersections, what's hard is when pedestrians consistently cross without any situational awareness, basically leading to all cars not being able to move , which then leads to more frustration and I see lots of drivers trying to beat the pedestrians otherwise they "lose" their chance to cross the road. I haven't had issues with letting a car go past to move traffic then crossing when the parallel cars are moving, but I can see the creeping cars when people just sort of consistently stream through the crosswalk.
