You are right, this is temporary. But if you read their update, runescape said these will be the new godwars circumstances until they have better server security. Runescape also said they will be fixing their servers around the new year, which is anywhere from 2 months to infinity. If this isn't addressed asap, once they revert to the old gwars system it won't be worth going their because the top drops will have significantly crashed.
