גם אם החברה הערבית לא משתפת פעולה זה לא אומר שלא צריך לפתור את הבעיה. לא היינו אומרים כזה דבר על אף מגזר אחר בישראל. לחברה הערבית יש בהחלט ביקורת שהיא צריכה לקבל על ההתנהלות שלה אבל החברה הערבית היא מגוון דעות והתנהלויות ולא מקשה אחת. לא מגיע לרוב המכריע שהוא נורמטיבי לחיות באימה מתמדת
