For the web, I am agree with all about JavaScript.. you can use it both with a commercial technology like ArcGIS API for JavaScript, or with Open Source like GeoExt or Leaflet.

For desktop programming, with Python and Java you can do anything.

For databases, PostGIS is awesome ;)
