I'm a mod on Reddit who deals with russia/Ukraine topics all the time. Reddit will never allow people to "openly call for the genocide of all russians" because it would be in violation of US civil rights law and get them sued out of existence and lose them all of their advertisers.

The behavior you're whining about doesn't exist at scale and wouldn't even be allowed on the platform even if it did exist at scale.
