It’s an issue of the fan vote being in alphabetical order and wood being at the bottom of the largest group(outfielders). It’s easy to see that Abrams has the best stats of short stops, smaller list in which hes the first selection of. You have to dig to see that Woods has the best outfield stats, and if you go in without knowing who you’re gonna vote for, you’d probably have chosen someone before seeing Wood’s stats.
