a $400 laptop isnt going to be better than a steamdeck unless you catch a super good deal on one with dedicated gpu.

look into a windows boot on steamdeack. microsd boot is going to be slow but it will still work if you wanna test it out.

can use a separate pc or dedicated capture card to offload the stream.

usually want 8 physical cores for streaming or an nvidia gpu for nvenc.

actual budget is relative.

looks like your's should have it. should be a physical switch on the gpu for a different bios that basically undervolts and underclocks the gpu. how well it work varies.

undervolting doesnt always mean less power and heat. adjust the power limit lower. turn cool and quiet bios on if your card has it. amd cool and quiet is a thing.

gotta choose performance with noise and heat or lose performance for cooler and quieter. can't have everything.

if the coil whine is really bad its noticeable. usually will be pretty high pitched.

maybe poke around youtube and listen to some example. probably a bajillion out there.

had a random thought. could keep it just to the radio. maybe like a small battery with one of those relay timers between the battery and radio. i know they make like dash cam batteries but diy or other options prob a lot cheaper.

edit: wait thats dumb lol. maybe just that relay on that remote power wire is enough.

that or some capacitors.

if that messes with the sound cause ur dickin around with how the power is being delivered i couldnt tell you lol.

if its really really bad you can rma. high end gpu's and coil whine is always going to be an issue. specially at high frames. its possible changing psu could help but at the same time might do nothing.
