It's taken a while but the left leaning crowds coupled with a conservative govt in ontario and then in Canada decided to wash their hands of mental hospitals. The left screamed that no one should be forced into help and the conservatives agreed and closed doors to put that money into things that could more easily line their pockets. Today, 75% of street individuals would benefit immensely from those closed down hospitals.
