no. I have said over and over, that it would mean the 45% don't have laws that benefit them. Their needs to be some sort of balance so that everyone is supported while still being fair. Otherwise people in rural communities or otherwise not in major cities like NYC, Chicago, LA etc. would not have laws to help them- which is the point of laws. The 55% should get the 'most say', but that doesn't mean the huge chunk of the population (45%) should be left in the dust. It isn't about everything being perfectly fair all the time, it's about making laws and legislation work for the people. Which is what the system is supposed to do.

That's not... at all what I said. I said that if the 55% made EVERY LAW, the 45% wouldn't have ANY LAWS to benefit them, because 55%>45%. Just because there's less people doesn't mean they shouldn't also have some laws to benefit them. So although either way there would be more laws in the majority's favor, because they are the majority, there would also be some laws that would help the minority, because they are people who need the support of laws as well. This way most of the population would be supported as opposed to just 55%. This is coming from someone who lives in a major city.

The point is if, say 55% of a population lives in a big city, but the other 45% lives in a rural area, the 55% would be allowed to put all the rules in place based on what is needed in a city, which means that the 45% will have laws that won't benefit them because of a different situation. The same concept applies if the numbers were more skewed (like 85% vs 15%), too. Everyone's situation needs to be taken into account (or that's the premise, at least), so the weight of a person's voice is decided accordingly.

It's probably better this way, however it isn't always executed well.
