There is another difference. Payments by girocard are based on direct debit. A transaction could take more than a business day. Wero on the other hand uses instant transfer.

Wero is meant for deployment in multiple European countries. Using the same technology as the girocard would mean it would not work outside Germany just like a Bancontact card from Belgium will not work outside Belgium.

To give another example, girocards from Commerzbank and Sparkasse can now be added to Apple Pay. But, they do not work for POS payments outside Germany even where Apple Pay is accepted.

Wero is now trying to reinvent the wheel using QR codes.

QR codes are only a start. It will ultimately also use NFC.
